Enterprise Technical Assistance Services, Inc. (ETAS), is a wholly

ETAS was formed and dedicated to support the Department of Energy
(DOE) Portsmouth/Paducah Project Office (PPPO) with technical and
management services contributing to the safe and cost-effective
implementation of the "One PPPO" mission.

environmental, technical, and engineering services firm dedicated
to providing critical environmental management services to reduce
the Nation's environmental liabilities and infrastructure
engineering services in support of our Nation's security. We
support the energy, defense, and science markets through
responsive, cost-effective execution of critical environmental,
facilities and infrastructure, and nuclear defense and
nonproliferation projects.
Job Description
Assists in historical data analysis and maintenance of historical
databases, estimate development and in preparation of graphic
presentations by summarizing estimating data.
Support development of detailed estimates of man hours and indirect
costs.
Provides input and output from Estimating software
Uses relevant information and individual judgement to determine
whether events or processes comply with laws, regulations, or
standards
Supports determination of material and labor requirements
Supports determination of type, quantity and quality of resources
required.
Prepares and maintains a directory of suppliers, contractors and
subcontractors.
Support preparation of time, costs, resources, or materials needed
to perform a work activity.
Supports the evaluation of relative costs and benefits of potential
actions to choose the most appropriate one.
Support the compilation of codes, categorizes, calculates,
tabulates, audits or verifies information or data.
Enters, transcribes, records, stores, or maintains information in
written or electronic form.
Supports the preparation and maintenance of "high quality"
Independent Government Cost Estimate (IGCE) and Independent Cost
Estimates (ICE).
Provides direct assistance to clients within the context of project
assignments and expertise.
Job Requirements
Bachelor's Degree from an accredited university in Construction
Management, Engineering or related discipline or up to three - five
years of relevant experience
Three years of experience in conceptual estimating and design/build
delivery working for Federal, Military, and commercial building
construction and renovation projects
Experience with Project Controls EVMS processes and project
management software such as Timberline, Primavera P6, Cobra, MII
and Deltek Costpoint
Knowledge of cost estimating, including developing detailed cost
estimates and BOEs using Code of Accounts to develop a cost history
database that is company specific, and performing cost modeling for
large projects
Knowledge of current industry pricing and construction
practices
Detailed knowledge of Microsoft Office Suite
Preferred Qualifications:
DOE experience
D&D, D&R or S&M project experience
Experience with data base management

Federal Government Clearance:
This position may require the ability to obtain a government
clearance. This position may require reviews and test for absence
of any illegal drugs along with a background investigation by the
Federal government in order to obtain an access authorization prior
to employment, and may require subsequent reinvestigations may be
required.
